Representation
Representation is structured as follows: one representative per member city; with the exception of Wichita Falls, which has two; one for each county; one for each soil and water conservation district; one for each state university of junior collage; one for each hospital district; one for each independent school district; one representing all the Texas legislators with jurisdiction in the Nortex region; one for each other special purpose district.

Composition
The General Membership is composed of 100 percent local elected officials, with a total membership of 84.

Authority
The General Membership has final responsibility for the general policy of the council and elects the officers of the General Membership and Executive Committee.

Term of Office
The term of office is concurrent with the term of the respective local elective office being represented.
