The 78th Legislature's HB 3588 Article 3588 Article 13 created opportunities for the coordination of public transportation throughout the state of Texas.

The definition of public transportation was changed to include any provider that receives public funds- federal/state/local- to provide transportation services to clients.  This new definition includes Health and Human Service agencies that provide transportation related services to their clients.

This legislation encourages coordination among agencies and requires the development of regional transportation plans.

State Planning Regions (Councils of Governments) were selected to serve as the boundaries for regional plans.

Nortex Regional Planning Commission was chosen as the lead agency for State Planning Region 3.

In 2006, the Coordination Committee met monthly to develop a coordination plan which was submitted to the Texas Department of Transportation in December 2006.

Currently, the Steering Committee meets quarterly to assess the needs of the Region and design projects which will coordinate the transportation resources of the area.
